I recommend the cheapest Godaddy Economy planhttp://www.hosttell.com/godaddy
It’s $4.08/month (if payed for a year $48.96/year) +
a domain name (like http://www.something.com) is $1.99 + $0.20 = $2.19
So for a $51.15 you get a real website hosted for a year, with one of the best companies.

when you go to the home page, set up an account. it’s on the right hand side. You then put in the name you want to buy for example http://www.350 gigs.com. If this domain is available they will tell you. If not they will give you alternatives. Click to buy the name, you will be asked to put in your info (this will register the domain in your name). Purchase the name it’s $10.19 for one year, and they will send you a confirmation e-mail. Viola you have a domain name!

The lowest cost services are available at: http://www.goldpuma.com . I have used them for over 3 yrs now, and have never had a single problem with them. It’s interesting to know that http://www.goldpuma.com is parented with godaddy and offers the same products at lower costs.
As you may know a domain name is just a name, not a real website. If you are going to create your website: 1- Buy a domain name. To get a domain name, you have to pay an annual fee to a registrar for the right to use that name. 2- Buy a web hosting service to provide your online space and enable you to get your website online at your purchased domain name.
Take a look at: http://bluehost-service.atspace.com . As an experienced webmaster I’m sure it would work for you and fulfill all your requirements.
